Javier Tusell, director-general of Artistic Heritage, Archives and Museums from Spain's Ministry of Culture, writes to José Pedro Pérez-Llorca, the newly appointed minister of Foreign Affairs, in order for him to mediate in negotiations with Pablo Picasso's heirs.
